A war vote short by one, a question declined in Ann Arbor and a dinghy cut in the Channel, in a window whose record closes on Saturday morning

We scored 19 camp-versus-camp narratives across 13 fault lines for the window of September 21 to 27, 2026. The record closes on Saturday 26 September at about 06:29 UTC, so Sunday 27 September sits outside it and Saturday is covered only up to that hour. The median score is 3.4 and two narratives reach the top watch tier: the reckless-war frame at 4.1, carried at official tier after the Senate rejected a war powers resolution by a single vote, and the El-Sayed association frame at 4.0, on a question about the Islamic Revolutionary Guard Corps that the Michigan Senate nominee declined to answer at an Ann Arbor town hall. Scores are published to one decimal, cards inside a tier are listed by score for reference, and a gap of a tenth or two sits inside the noise of five judged factors. Sixteen verdicts came back mixed and three read core unsubstantiated by our checks. No card is contradicted by our checks in this window, and those two findings are different: a card reads contradicted where a probative check reached the claim’s core proposition and failed against what is observable, and core unsubstantiated where no probative check reaches that core proposition in either direction, so our record neither carries the claim nor tells against it. No frame was fully supported. What this is

A second instrument, aimed below the harm line

Our weekly harm report measures the narrow band of content that collectivizes, dehumanizes, or incites against groups of people. Most of the culture war never gets near that bar. This report measures that larger remainder: same week, same verification standard, different instrument.

We track framing contests. An event happens, and within hours commentators on each side stop arguing about the event and start arguing about what it reveals about the other camp's motives and character. We state each narrative's claim in a testable form, check how the predictions it generates fare against what is observable, look for the mirror narrative on the other side, and score the whole contest for reach, intensity, penetration, elite adoption, and mirror lock. We also watch each narrative for seven specific markers that it is drifting toward the territory our harm methodology covers.

The queue

Two narratives reached the top tier, and two verdicts rest on a core our checks never reached

Our scan of the window recorded 20 trigger events across seven arenas, five in Britain and five in the United States, three in Italy, two each in Germany, Canada and across borders, and one in Spain. Of the narratives on the prior window’s watchlist, 16 are recorded as not recurring, which means our record for this window neither cleared the bar for them nor surfaced them, and these records cannot tell those two apart. Two narratives reached the top watch tier among the cards we scored, and they are listed here by score for reference. The reckless-war frame was scored at 4.1, on the Senate’s rejection of a concurrent war powers resolution by a single vote on 24 September: Sen. Bernie Sanders wrote that nearly every Republican voted with the president to keep the war going, Sen. Chris Murphy said Republicans had pledged to kill any legislative effort to end it for as long as they hold power, and Rep. Hakeem Jeffries wrote that these extremists do not give a damn about affordability, with left-populist and dissident-right commentators carrying the cost clause from opposite ends. The El-Sayed association frame was scored at 4.0, on an Ann Arbor town hall where the Michigan Senate nominee declined an Iranian student’s request to condemn the Islamic Revolutionary Guard Corps: a Republican-aligned super PAC, two pro-Israel institutional accounts and three commentators on the right read that answer, alongside his account of a March attack on a Michigan synagogue, as proof of what he is and of what the party nominating and funding him has accepted. The median score across all 19 cards is 3.4. Twelve sit in the active tier and five at W3, with none at W4. Eight carry a boundary mark, which records how thin a tier placement is and forecasts nothing about the factor behind it.

Sixteen cards play out in the United States arena, one in Britain, one in Spain and one in Germany. Five fall in the immigration lane, three each in foreign policy and technology, and two each in the four remaining lanes. Officials or major outlets carried the claim as their own on nine cards, the top elite-adoption anchor: two senators and the House minority leader on the war, two Democratic members of Congress on the shooting of a delivery driver in Austin, the Senate Republican Conference and Sen. John Barrasso on open borders in its eighth window, the Department of Homeland Security and its secretary on assaults against officers, the chair of a Senate committee on a blocked immunity resolution, two senators on a draft order over medical research grants, an administration official on the safety camp’s motives, three Democratic officials on the money behind the technology buildout, and a sitting member of the Commons on the Channel dinghy case. That count describes the narratives we scored, and the whole discourse sits outside its reach.

The predictions are our own operationalizations of each frame, and reasonable readers may formulate different checks. Sixteen of the 19 verdicts came back mixed, and three read core unsubstantiated by our checks. No card is contradicted by our checks in this window. The page keeps those two verdicts apart because they carry different weight against a frame. Contradicted means a probative check reached the claim’s core proposition, the load-bearing thing the frame asserts, and failed against what is observable. Core unsubstantiated means no probative check reaches that core proposition in either direction, so a reader learns what we looked for and did not find, and our record neither carries the claim nor tells against it. The three cards that read core unsubstantiated are the Free Palestine hate-mob frame, whose core proposition is that the movement’s activity falls on Jewish people and Jewish institutions for their connection to Israel, and on which the one check that reached the narrow reading found hostility at a march without establishing who it was aimed at; the sympathy-as-endorsement frame on the Massachusetts case, whose core proposition is that one camp keeps its compassion for a woman who killed her children and would deny it to a man, and the sanctuary-politicians frame, whose core proposition is that knowing lies told by elected Democrats caused the rise in assaults on immigration officers and that the people who assault officers act as those politicians’ foot soldiers. On the second, the narrow reading about how mental illness is read in this case draws on commentary we could weigh, and nothing probative reaches the camp-wide motive. On the third, the department’s own figure and the observation that hostile language about an agency sits in the same period are each consistent with the claim and with its absence, so neither tells the readings apart. A card reads mixed where at least one probative check on its narrow reading came back true or mixed on independent evidence, and three things add no such support: a narrow reading we did not test or could not resolve, material produced by the frame’s own carrier unless its underlying evidence was separately verified, and political adoption of the claim such as a resolution, a vote or an endorsement, which shows a claim entering the mainstream and measures nothing about whether it is true. A mixed verdict on a compound claim substantiates none of its clauses on its own, and several mixed cards split along the same seam: a documented kernel and an imputed motive that no independent check reaches. Confidence stands at moderate on thirteen cards and low on six.

Sixteen cards record a mirror that answered and one records a locked pair. A lock means each side runs on the other’s statements as its primary evidence, and this window’s lock is the Michigan Senate fight: the El-Sayed association frame against the reading, carried by a streamer and two independent-media commentators, that the window’s attention is elites manufacturing a bogeyman while insiders with real records go unquestioned. Three arenas produced a carded narrative on each side. The Austin shooting produced a matched pair, the rogue-agency frame of left origin against the sanctuary-politicians frame of right origin. The technology arena produced the doomer-op frame against the industry-money frame, on which Rep. Ro Khanna writes that tech billionaires are buying our politicians and Sen. Chris Murphy warns his own party about the same money. The culture lane produced a pair inside the right, the Woke Right cabal frame against the reading that the neocon and Never Trump wing wants a Trump loss. Coordination is a separate verdict on every card, and every card in this set reads no coordination identified: our record holds no linkage between carriers beyond shared timing, no bridge account, no phrasing copied from one account to another, no named hub and no funder we could identify. Convergence on one story within hours is the ordinary behavior of a commentary field watching the same trigger, and this instrument records it as nothing more.

The trajectory instrument applied one reading in this window, on the Woke Right cabal frame. Its measure is a corpus-share rate of change: volume is matches per thousand collected posts in each window, so a share moves differently from the raw count behind it, and the bands are set in advance and recorded as tunable, with a change above an upper threshold reading accelerating and a change below a lower one reading decaying. That card’s share of the collected corpus declined between the two windows, the change read as decaying against a field of comparable observation windows, and the applied multiplier took its published score under the band its five factors alone would have set. The card sits at near ignition, and the rule that lists a card at near ignition or ignited no lower than W2 held its tier there, with its computed score shown beside it unchanged. Both halves of that are the instrument working as specified: a measured decline moves the published score, and a card under review for drift toward the harm line keeps its place on the watch list while that review runs. Every other card carries 1.0, either on a reading inside the stable band or with too few captured posts in one of the two windows to read. The five-post minimum is a chosen threshold below which a count is treated as noise, a standing rule under review that has not been validated, recorded as tunable with a date.

Ignition watch

Two narratives read as ignited, and two sit at near ignition

Our harm methodology’s gates run first on every item, and in this window an item inside each of two carded narratives cleared them and set those cards’ status. The El-Sayed association frame reads as ignited for a fifth window on three items that put a terror or faith label on this card’s own target and are reported entirely in the harm corpus. One of the three is a boundary call and is recorded as such on the card: the content that cleared the bar is a trait claim about Muslim people as a class, and the post’s own subject and object throughout is this card’s target, whom the trait is applied to by name, which is the ground on which it is counted. The Sánchez frame moves to ignited from near ignition on one item, a post of 21 September about aid workers in Ceuta that carries a traitor label and a warning that they will suffer. It names this card’s arena and its target in its own words, and its hostile content falls on the accomplice predicate the card itself records. A cleared item sets a card’s status only where its hostile content sits inside that card’s own arena and where the item names the card’s trigger or its target in its own words, so an item that mentions a card’s target in one clause while its hostile content falls on someone else stays on the harm side and the card reads on its markers. The routing rule is one rule: an item that clears the harm bar is scored and reported only on the harm side, it sets a narrative’s ignition status only under the two tests above and is recorded on that card as its handoff reference, and it never counts here as a below-bar example or as evidence for the charge priority score. The card keeps the framing contest and the below-bar remainder, and the harm instrument keeps the harm.

Two narratives sit at near ignition, each on three markers and neither on a cleared item. The Woke Right cabal frame holds the status it carried a window earlier on a motive recoded into the faction’s essence, guilt spread to institutions and to figures whose stated link is a failure to distance themselves, and coined labels in daily use by two carriers. No item inside that narrative cleared the harm bar, and posts by two of its carriers that did clear it sit in the harm corpus and are cited on no marker here. The doomer-op frame reads near ignition on its own three markers, where the safety camp is recoded into a paid network and the label is attached to anyone holding the position. Thirteen narratives sit at warming and two at cold, the blocked-immunity card and the medical-research-grants card, on which no marker was observed in the carrier set. One card moved from near ignition to warming with its earlier marker instances retained, the sympathy-as-endorsement frame, where two markers were observed and no item inside the narrative cleared the bar. Several markers were weighed, left uncredited and recorded on their cards, among them two posts carrying pathogen terms whose hostile content falls outside the framed camp, and a coinage that names a movement in place of a group of people. Each marker instance is logged on the card that carries it with its own source and date, and clicking a marker opens that card.

One characteristic of this window’s harm record bears on how these cards should be read. Part of the most severe material in it comes from named, identifiable accounts, among them a registered political party’s own account in New Hampshire stating open support for the assassination of elected Democrats in that state, where a window earlier material of that severity sat on anonymous board threads. That post is an item of no narrative here. It is cited on the sanctuary-politicians card as a fact about the window, and it runs against the class that card accuses. The Weather Report carries the rung counts and the items themselves.

Routing also ran in the other direction. Candidates that cleared the harm gates were routed to The Weather Report, which publishes its own counts for this window, and none of them is carded here. Several adjacencies were screened there and sit on no card: posts by carriers who appear on these cards, where the content that cleared the bar falls on a class of people in place of the camp a card frames, and one post by a card’s own lead carrier two days after that card’s trigger, whose imputed predicate is a different one from the card’s. Where a card’s carrier also appears in the harm corpus, the card says so and cites the item nowhere in its own evidence.

Near ignition and ignited are review statuses. They escalate our checking cadence and record where an item crossed to the other instrument, and they carry no verdict about anyone. They do not make anyone on these cards an extremist, and we ask readers to leave that use aside as well.

Asymmetries

The opposing camp responded on seventeen of 19, and one pair locked

Seventeen of the 19 narratives drew a response we could find: sixteen record a mirror that answered, and one records a locked pair. Two ran unanswered in our collection, the blocked-immunity card, where no collected post argues the other side of the committee vote, and the medical-research-grants card, where the in-window material on the draft order is reporting with no counter-imputation in it. Answered and locked are distinct statuses, and the three counts together account for all 19 cards. The unanswered count needs a caution: our collection on X never includes replies or reposts, so an answer made in a reply thread, by an untracked account, or on a surface we cannot systematically see would not have reached us. Read carefully, the answered count is a finding about this instrument as much as about the discourse. What our gate declines to code is the form the response took, most often merits argument, documentation or reporting with no counter-imputation in it. The Sánchez frame is again the clearest case, answered by a government arguing substance and electoral ground. The two public-health cards sit at the other end, each carried inside its own camp’s coverage with nothing we could code as a mirror.

Which camps we coded, and how their checks came back

A polarization monitor that codes one side more than the other needs to say so in the same place it reports its findings. The camp label is derived from each card's carrier set. The label is coarse. The carrier-set paragraph on each card remains the authoritative account of who carried a narrative.

The distribution by origin side, which our methodology requires in every report, is set out here. Each card is classed from its origin camp as right-origin, left-origin, or cross-party or other, and the table above lists every card with the basis for its classing, so a reader can class any card differently and recount.

Eleven of the 19 cards are right-origin, five are left-origin, and three are cross-party or other. The right-origin cards are the Woke Right cabal frame, the neocon-disloyalty frame, the El-Sayed association frame, the sympathy-as-endorsement frame, the open-borders frame, the sanctuary-politicians frame, the British two-tier frame, the Sánchez frame, the blocked-immunity frame, the doomer-op frame and the super-intelligence-on-command frame. Two of those eleven frame another faction of the right, so origin and target both sit on the same side. The left-origin cards are Piker’s media-operation frame, the Die Linke lock-out frame, the rogue-agency frame, the medical-research-grants frame and the industry-money frame. The cross-party or other cards are the reckless-war frame and the serve-Israel frame, each carried by left-populist voices together with figures from the right, and the Free Palestine hate-mob frame, whose pro-Israel advocacy carriers form a camp defined by the Israel question. Every verdict other than mixed falls on a right-origin card, as do both cards that read ignited, both at near ignition, and all six low-confidence verdicts. Two caveats govern how far that split can be read. Our monitored roster is weighted toward right-of-center accounts on X, and an engagement threshold sits under every lane, so the card set holds more right-origin narratives before any check is run, and a side with more cards has more chances at every verdict and every status. The split is measured and disclosed; it is never enforced, and no verdict was set to move it. We do not present it as a measurement of where polarizing framing happens. The Austin shooting arena and the technology arena each produced carded narratives on both sides, the culture lane produced a pair inside the right, and where an opposing frame existed and we could not card it, the card says so.

Logic verdicts rarely move between weeks. The defence motion against the holdout juror and the husband's televised forgiveness read as a camp that keeps its compassion for one mother and would deny it to any man moved from mixed evidence to unsubstantiated. Each line is one narrative compared with itself a week earlier, joined on a key assigned when the narrative was first carded rather than on any similarity between the two weeks' text. The two instruments are reported separately and never combined into a single direction, because they measure different things on different scales.

Method

How this was measured

The instrument and its formula

Every item first runs through our harm methodology's gates. Items that clear them are reported in The Weather Report, under the routing rule stated in the ignition section above. Items that do not clear them run through a two-prong polarization gate: the commentary's primary object must be the motives or character of the camp being framed, which may be the carrier's own, with the event's merits set aside, and at least one of eight named polarizing operations must be present. Heat alone never codes, and documented, sourced motive claims never code. This instrument states whether an item cleared our harm bar and how a camp-versus-camp narrative scored. It makes no legal finding in any jurisdiction, and the countries on this board do not share one speech standard.

Each narrative's base score is the five-factor geometric mean, CPS_base = (R·I·P·E·L)^(1/5): Reach, Intensity, Penetration, Elite adoption, and Lock, each anchored 1 to 5, combined by geometric mean so no single factor can dominate. The published charge priority score is that base times a trajectory multiplier where one is applied, capped at 5: CPS = min(5, CPS_base × τ). One card carries an applied multiplier in this window, and every other published score is its base score. The score is plotted on a 0 to 5 axis. Watch tiers: W1 at 4.0 and above, W2 at 3.0, W3 at 2.0, W4 below.

Scores are published to one decimal. Each of the five factors is a whole-number judgment on a 1 to 5 anchor, and the geometric mean of five such judgments carries no second decimal a reader can act on, so a second decimal would state a precision this instrument does not hold. Rounding puts some cards close to a tier cut, and the page says so where it happens: a score within 0.15 of a tier edge is marked at the boundary, and the mark names the single factor that would carry the card across the edge, the value that factor would have to take, and the score the card would then read. Eight cards carry a boundary mark in this window. A boundary mark records how thin a tier placement is and forecasts nothing about the factor behind it.

Coordination is a separate verdict on every card, and every card in this set reads no coordination identified. That verdict says what our record holds: no linkage between carriers beyond shared timing, no bridge account, no phrasing copied from one account to another, no named hub and no funder we could identify. Independent origin is a positive finding and needs positive evidence for it, so that phrase is reserved for cards that carry such evidence, and an absence in our record stops reading as a finding about the carriers.

The ignition instrument runs beside the score. It never changes the five factors or the computed score. It can change where a card is listed: a card at near ignition or ignited is listed no lower than W2, shown with its computed score beside it, and in this window one card at near ignition is listed at W2 where the score it carries after its multiplier sits under that band. Seven markers, each keyed to a construct our harm methodology already defines, produce a status: cold, warming, near ignition, or ignited. Ignited means an item actually cleared the harm bar and is reported there.

The trajectory multiplier is a corpus-share reading. Volume is a card's matches per thousand collected posts in a window, and the change is this window's rate against the prior window's rate, so a share moves differently from the raw count behind it. The bands are set in advance and recorded as tunable: a change above the upper threshold reads accelerating and carries a multiplier above one, a change below the lower one reads decaying and carries a multiplier below one, and anything between reads stable and carries 1.0. The multiplier a card holds is shown on the card. A multiplier is applied where both windows clear the five-post minimum and the card is past its first appearance. Where that test is unmet the reading is published beside the score as an unapplied diagnostic with its confidence marked, and the score stands on its five factors alone. Readings on small windows say more about the window than about acceleration, and the instrument says so on each card that carries one.

The logic test states each frame's claim as a prediction-generating hypothesis and checks the predictions against what is observable, with sources. The predictions are our own operationalizations of the frame, and reasonable readers may formulate different checks; where a frame supports both a narrow and a strong reading, we test both and say which one a check touches. Every prediction is shown with its own result in the drill. The verdict scale carries five values: supported by our checks, mixed evidence, contradicted by our checks, core unsubstantiated by our checks, and not testable from available evidence. A card reads supported where the imputed motive survives the checks we ran. It reads mixed where at least one probative check on its narrow reading came back true or mixed on independent evidence; three things add no such support, a narrow reading we did not test or could not resolve, material produced by the frame's own carrier unless its underlying evidence was separately verified, and political adoption of the claim such as a resolution, a vote or an endorsement. Where no narrow reading holds, the next two verdicts turn on the claim's core proposition, the load-bearing thing the frame asserts, which on these cards is usually a motive or a standing trait imputed to a camp. A card reads contradicted by our checks where a probative check reached that core proposition and failed against what is observable. A card reads core unsubstantiated by our checks where no probative check reaches that core proposition in either direction, so our record neither carries the claim nor tells against it and a reader learns what we looked for and did not find. The record stores that verdict as unsubstantiated and every page shows it to readers as core unsubstantiated by our checks. A check marked context only records a fact that cannot tell the claim's readings apart; it carries no weight in the verdict, and the drill shows it as ‘context only, carries no weight’. A check whose observation would hold in ordinary politics whatever the truth of the claim, such as a party funding its own nominee or a party's senators objecting to a proposal on fiscal grounds, is marked the same way. A check on a narrow reading is judged against that reading as the card states it, and the same fact carries the same weight on both cards of a pair. A mixed verdict on a compound claim substantiates none of its clauses on its own. Verdicts report how each frame's predictions fared against what is observable, as we operationalized them; they are never a ruling on the underlying policy question, and a camp's broader concern can remain entirely legitimate while its narrative's checks come back contradicted.

Every quoted item passes a two-stage verification: a first check against its source, then an independent adversarial re-check of every quote, link and date. Items that do not meet that standard are excluded before scoring. The collection behind this window holds 11,861 posts dated inside it, 5,270 on X, 4,959 on Bluesky and 1,632 on 4chan, where a 4chan row is a thread's opening post, alongside 427 news rows. Candidates drop out for several reasons, and the polarization gate is only one of them: no codable text, no readable source, an object the identification bar puts out of reach, or a primary object that is the event’s merits with no camp’s motives in view. Every item is also checked against the harm methodology’s gates before it can be carded here; candidates that clear them are routed to that instrument and carded nowhere here, and the ignition section above records where that happened in this window. Clustering requires a shared canonical claim about the same trigger event on the same fault line, and a card requires either two independent carriers or a single carrier at official or major-outlet tier. Research lanes are collection beats; fault lines are the terrain the narratives land on. We ran the same queries for both camps in every lane, and we searched for a mirror before any card recorded one as unanswered. Private individuals are described by role and never named, whether or not the press names them. Two kinds of person are public actors for this purpose and are named: a defendant standing trial in open court, and an activist who acts in public under their own name or a chosen one. Penetration is scored from carrier-set breadth as a stated judgment; no within-camp sample was drawn, so every penetration score is an unvalidated qualitative estimate, and with no defined denominator behind it the true spread within a camp could sit above it or below it. Reach is scored on qualitative anchors, and platform-reported view counts, where shown, are capture-time counters that do not count unique readers and are no lower bound on audience.

The trajectory multiplier moved one score in this window. That reading rests on a two-window comparison of captured posts, and a share of one corpus set against a share of the other measures the collection as well as the discourse, in a proportion we cannot state. The same card’s tier is held by the rule that lists a card at near ignition or ignited no lower than W2, so its listed tier and its published score carry different information and the page shows both. The five-post minimum is a chosen threshold below which a count is treated as noise, a standing rule under review that has not been validated, recorded as tunable with a date; readings on windows this small say more about the window than about acceleration. The published product carries a selection bias of its own. Not-testable verdicts are expected to be common, W4 narratives are logged and go unwritten, and false positives are the first-class error we optimize against, so these reports over-represent charged narratives that happened to generate falsifiable predictions, which is no random subsample of charged narratives. That effect lives in the publication layer, apart from any collection or platform effect, and we name it here so readers can weigh it.

The charge priority score is an operational priority score for our own review queue. It does not measure polarization. Scores are displayed to one decimal, because five whole-number judgments combined by geometric mean support no finer reading than that; a gap of a tenth or two is inside the noise of those five factors, and cards inside a tier are listed by score for reference, with no ranking drawn from a gap that small. Rounding can place a card either side of a tier cut, so a score within 0.15 of a tier edge carries a boundary mark naming the one factor that would move it, and eight cards carry that mark in this window. The factor anchors, the marker list and the tier cutoffs in this instrument are conventions we are still calibrating, and every one of them is recorded as tunable with a date attached, so a later change to any of them stays visible against this window.
